How can I use the 'outer glow' option in photoshop to make a solid outline?

If you are asking about the fat white outline, that's just a Stroke under Layer Styles. Outside, white, normal blend mode, 100% opacity, 24 pixels in this example. I just recreated it perfectly that way.
