I owe money to tax credits I told them when my hours went up they said it would be pennies not to worry now !?

now 3 yrs later they are demanding �710.10 which they want immediatley or by installments over 12 months do I have to pay it as I didn't want to get into debt I expected them to take the money of me but you never know why or what they give you, help!
